What is a good livery maker for this game?

I have tested out microsoft paint, didn't work, I have tried Gimp, too complicated. Is there any other software that is free to use and is easy but not to easy?

inb4 it's not a game it's a sim.

No suggestions, sorry OP. Maybe just try sticking with GIMP. Learning curve is big but you can do a lot. All the programs I can think of have the same learning curve as GIMP (Krita and Inkscape). There really isn't a magic bullet.

I recommend watching several YouTube introductions and tutorials on GIMP. At least three or more introductory tutorials to begin with. Expect to mostly fail what you attempt doing for the first couple of tries for each thing you do. I was quite confused myself probably the first week or so. There is a lot to wrap ones head around when doing something entirely new. "Trial and error" sometimes seem to be the only way to learn.

An alternative might be Inkscape but it is based on another concept all together as it uses vector graphics. You will probably most probably find that it has an even steeper learning curve than GIMP. That said I find it a lot more flexible for liveries than GIMP as one can adjust any part of the livery at any time. Also, one can export an image file in any resolution needed.

I used paint, up until recently, I am now using Photoshop, with a litte studying, you can do it.

GIMP is what I use for EVERYTHING texture related, it's free, OpenSource, Powerful, and customization.
Skillset: JSBsim Flight Dynamics, Systems, Canvas, Autoflight/Control, Instrumentation, Animations

Both Gimp and Inkscape are GPL and both have their strengths. I find the bitmap scan of Inkscape particularly useful for logos, where the colour components of a logo can be scanned into paths and repainted. Once you have a logo in vector form, it's easy to copy it, flip it and resize it without any loss of definition. The same is true of paint components, e.g. curved stripes. Gimp, on the other hand, is much better than Inkscape for adding depth to a texture, like dirt and shading.

A point not mentioned is that skills in GIMP and Inkscape (or Photoshop and Illustrator, or other similar software for that matter) can be very useful also outside FlightGear.
