what is this at KLAX??

this is located in the far southwest corner of KLAX... obviously it is a model of some kind but what is its purpose? what is all the stuff laying around it on the ground?

I remember watching tv show where fire crews were training on one of these. The fire was created using gas pipes connected to a storage tank and controlled from a control room where various scenarios could be created, it looks like the control room is in the bottom right of the picture with the tanks behind it.

The stuff around the outside is just left over paint. Obviously they come here to use up the rest of the paint or try new paint out before putting it on the runway and taxiways.
