No - I've had much worse. Thing is, as soon as you start coding anything, it's you to whom people complain, write hate mail, whatever, it ceases to be me

Precisely - and here's something you undoubtedly can change if you put half a year in. So we may assume that it's not important enough for you either to invest your time.
There is always a person in charge, even open source, or you would not need to submit the change.
Nope - it's more like peer review. I guess conceptually people would turn to me as author of most of the AW code for additions, but since I've just declared (once again) that I won't be in charge of any further 'life weather' efforts, it's really up to whoever feels like it to design and write it according to his wishes - I would merely make sure that additions don't break the rest of the weather systems (and of course help by explaining how to interface with the existing code).
Or well - the person who decides to put work in is in charge of that work
