Interesting... I'm also at a loss why aircraft would want to do it.

Although it may be used for a workaround of the clipping bug I guess - enable rain only when the panel isn't loaded and no clipping code is run on instruments or HUD and the rain is displayed correctly.

Since we're going to get raindrop splashes against windows for internal views, you sort of don't need external rain rendering any more then.

For some aircraft the reason might already be the latter - e.g. (and IIRC) the Buccaneer renders rain impact on the canopy.
