Is there an easy way to modify an airport? I have the WED apt.dat file. Just dont know the next step

Easy... not really.
You edit the airport in WED, need to export the new apt.dat file and then use terragear to generate that airport https://wiki.flightgear.org/Using_TerraGear
If you're familiar with docker/podman you can use my terragear container image so you don't need to build the tool chain.

To save you the hassle of building the .arr and .fit files, you can just download the ones I've generated from here (global files, 35GB) Which would mean you can go straight to the genapts step for generating your airport.

I think this process will get easier with WS30.

Is this setup to use either Windows or Linux? If so does it include TerraGearGUI?
I know parts of TerragearGUI by default are no longer working, just wondering what all the "container" is capable of.

Not it won't... cause airports are still the old ws2 ones, even if you use WS3 scenery.

idk if it works on windows.... can't try that. But if you've got docker on windows it should (tm) work
No, it doesn't include terrageargui cause a) I don't like clicki bunti, and b) this container was just a byproduct of my container to regularly update all airports which have been updated on the xp gateway for use with ws3 scenery.

The container is capable of the normal terragear tool chain.

Not that I'm aware of.
If you wanna use windows with my docker image, look for instructions on how to use docker on windows first.
If you got that and can run my container, I can help you from there.

Else, if you wanna do it without docker, look for instructions on how to build or install terragear on windows... I've got no clue about that so I'm no help here.

Please correct me if I'm wrong — I've been away from the code for many years — but as I understand, with WS20 you still have to build not only the airport but the whole surrounding scenery tile (unless it's exactly the size and elevation of the hole for an airport you're replacing), while WS30 can/will be able to cut airports into the scene graph dynamically at runtime.

Yes, it's true, you don't need to build the tile around it... I was just speaking of the airports, there nothing changes.
And in WS3 it's not cut out buck tucked under the airport.
