Keeping the grass effect under the chopper?

An exciting "new" option in FlightGear, that includes reflections, lightmaps, the particle system etc.. A lot is yet to be discovered/implemented!

I don't have anything else, just a rotorwash.nas ( contents as previously posted ) file called from the set file.

Then your problem is that the code runs once when called and never again, because it isn't structured as a loop. Aka it always assumes the rotor is at init RPM, i.e. 0.

Edit: A perhaps useful hint:

The Alouette-III effect manager is written as a self-contained class, so by and large it ought to work if just copied over. Then, from the working example, the un-needed parts can be gradually removed.

It's much easier to start with something working and check each step whether it breaks anything than with something not working and make it work.
