For the past two days I am getting connection refused errors on several different statements. I tried to investigate and tried:

git clone https://git.code.sf.net/p/flightgear/simgear .
Wich resulted in:
Cloning into '.'...
fatal: unable to access 'https://git.code.sf.net/p/flightgear/simgear/': GnuTLS recv error (-54): Error in the pull function.
Using download_and_compile.sh I am getting this error:
fatal: unable to connect to git.code.sf.net:
git.code.sf.net[0: 216.34.181.155]: errno=Connection refused
Also my:

svn up flightgear-fgaddon
resulted in:
Updating 'flightgear-fgaddon':
svn: E170013: Unable to connect to a repository at URL 'svn://svn.code.sf.net/p/flightgear/fgaddon/trunk'
svn: E000111: Can't connect to host 'svn.code.sf.net': Connection refused
I am getting a bit confused at the moment, because several other sites are reporting that sourceforge.net is operating normally and I seem to be able to access the flightgear code using my browser.
Is it a problem with my provider or is anyone else experiencing the same difficulties?
EDIT: I should probably add that I am on Linux, Ubuntu 16.04.2 with libgnutls30 version 3.4.10 and libgnutls-openssl27 version 3.4.10.
