Anyone able to build FlightGear on Windows? If so, help?

I'm having trouble getting all the pieces together to build SimGear/FlightGear on Windows. All I'm looking for is a regular build with DJPEG_FACTORY:BOOL turned on so I can use jpeg-httpd.

Could someone do me a huge favor and give me an installer for windows with SimGear/FlightGear built with this turned on?

Or, point me to where an install lives with this enabled?
