Probably yes, the question is what graphics card you will use with it. Celeron + a mid-range (150€) GPU should be fine, eg an nVidia 760, 970, 1060 or similar.

midrange graphics card @150$? i'm using a "cheap" $60US NVIDIA GeForce GT 730 card... the one i had before that was a $30US card... the main problem with that one was simply GPU cores so the frame rate was low... once i switched, my frame rate easily ran 30 to 40 FPS at that time... now, with the new features and shaders, 25 to 30 FPS is common but it doesn't take much to drop to 10 FPS or less... especially with the new waving grasses shader but there's also some craft that just eat frames for dinner anyway... i think that has to do with how they're coded to draw and update all the various instruments in them...
