I updated the Citation II today with rev 20180128 and can't get the throttles to move using joystick, mouse or keys. They worked yesterday although I noticed the engines would cut if I moved the throttle control all the way to idle.

There is a release trigger on every throttle lever. You can cklick it with the mouse or press Ctrl-o, this will release both trigger.
After releasing it, they should be movable (i move the lever with 'PageUp' forward).
If the lever reach the IDLE position, the trigger will fall down and you have the full range from IDLE to FULL on your joystick.
Or open 'Help -> Checklists -> I Engine startup' and klick through the points.
Or use 'Citation-II -> Autostart' (was fixed this night).
