What other company would dare to make a video like that?
Any one which for some unfathomable reason gets cocky or is desperate for some good PR.
There was a space agency once where the management declared that the transportation system is now ready and mature, and they're going to launch 'every time, on time' - all to impress commercial customers. At that point, they had not experienced significant trouble or even disaster and had some reason to expect at least the problems were sorted out and they had everything under control.
Then Challenger exploded.
SpaceX had one second stage failure on ascent, one rocket blow on the pad in addition to all the landing failures. The track record of the Falcon compared with the Shuttle for a similar number of missions is dismal. The company threw around the idea to, once they have the manned capsule ready, have astronauts on the pad during fueling so as to be able to speed up the process and being able to super-cool the fuel to cram some more in to boost performance. Well, that's before the rocket self-destructed in a flash during fueling.
So yeah, you can call a development model in which lots of vehicles explode uncontrolled 'out of the box thinking'. Or you can call it a clever spin to a not so impressive track record.
