glGenerateMipmapEXT(GL_TEXTURE_2D);
cured the assert failures. The map program now runs without complaint, steps through all available tiles, and generates nice terrain maps in install/fgfs/fgdata/Atlas/*/*.jpg.
So, thank you for your help. I would never have worked that out!
BTW my driver version is as follows:

and, aside from this hiccup, my nVidia GeForce GTX 470 has performed well with FlightGear.
