I’ve tried a all the servers and can’t find one with pilots on it am I doing something wrong or is it just an issue with the game?

Go to http://mpmap02.flightgear.org
There you see the current traffic of the FGFS network.

You can pick an airport with pilots flying and then should be able to see them (when you can spot them) once you are connected to one of the the servers.
And you also should be able to make out yourself on that map, if successfully connected, too!

additional to the above responses, all of the general use FG MP servers are linked together, too... so it doesn't really matter which server you are connected to... generally speaking, it is better to link to one that is closest to your physical location... that is not a firm rule, though...
"You get more air close to the ground," said Angalo. "I read that in a book. You get lots of air low down, and not much when you go up."
"Why not?" said Gurder.
"Dunno. It's frightened of heights, I guess."
