I was on MP server 05, when I saw in the chat area this: "KSFO AT: ATC_KSF, I AM A FG SUPERVISOR YOU CAN CONTROLL OPERATIONS I JUST AM SUPERVISING BEHAVOUIR"

Is there such a thing as a FlightGear Supervisor?

No. But everyone is free to act as one, he/she just cannot do anything but looking and typing texts. If you are ignored by it, simply "ignore" this person by blocking him in the Multiplayer > Pilot List dialog.
Be advised that KSFO is the default area, so most non-serious simmers tend to hang around there...
