What FlightGear version are you running? It should be fixed as of 2.4.0...

This problem still remains in the 2.4 Mac-version. As long as the dialog is open you can't get the rudder right with the enter-key.

Yes — the reason is the dialog. Happens also with the stop watch, for example.
But it sounds to me, that this was solved since version 2.4 so that You can have the dialog and use the rudder.
Maybe I got this wrong. So if it is solved, then not for the Mac-version.
I like to be able to fly and have the chat-dialog open. Otherwise the dialog doesn't makes much sense imho.

Move the rudder with the mouse: Left hold down, as for taxi on ground. So you can keep open the chat.

Is it not purposely like that, because when you press 'enter' it sends a message, and this would mean if you used the rudder, it would accidentally send messages?

:D
i might be wrong

On mac FG 2.6 and 2.8 the rudder does not work with the chat window open, on the keyboard.

Im using a xbox360 controller on mac, to help with ruder control om landings and take off's.

Keybord control over rudder with almost ANY dialog open (chat, map, autopilot,...) still not working - FG 2.8, Linux.
At least it doesnt concern me, as from now on I fly with joystick
