Welcome to FlightGear!
how can i activate this arm?

It depends on the aircraft, but the F-14B uses O to lower and o to raise "the hook".
You might find some additional tips/info on carrier operation at http://wiki.flightgear.org/index.php/Howto:_Carrier.
There's a whole lot of info about the F-14 as well: http://wiki.flightgear.org/index.php/F-14

PS: Most aircraft have the key-bindings described in the Help > Aircraft help menu.
Airports: EHAM, EHLE, KSFO
Aircraft: 747-400
