I Would like to know...
If we Don't download the scenery for an area, does that mean we cant fly there? like If I download Western Washington and Idaho, can I fly in Eastern Washington?

You can fly wherever you want as long as you don't expect to see or in any way interact with the scenery you haven't installed.

You can set FlightGear to automatically download scenery tiles as you're flying. So if you start in Idaho and fly to eastern Washington then if you don't have eastern Washington downloaded it should do that for you, and install, as you're flying.

I'm guessing that was the question, right?

without scenery, FG generates water tiles for an area... so if you like flying at water world, leave scenery downloads off ;)
"You get more air close to the ground," said Angalo. "I read that in a book. You get lots of air low down, and not much when you go up."
"Why not?" said Gurder.
"Dunno. It's frightened of heights, I guess."
