Altimeter/ barometer newbie

Hi , I'm still learning as I go.
I understand the barometer should be set to the weather air pressure.

What I do not is how to use it properly.
Example:
A320, approaching EDDF , the atc sent me qnh of 1022 and so I set it to that.
Though when requested to maintain 3000ft I maintained it but Atc reported me just below that ( app 2,800)

What do I need to do better?

Maybe you are flying with your own weather setting and the ATC use live weather?
