I know this is an older post, but in the event anyone else has a challenge. The VOR will transmit relative to True North unless there is a variation entered in nav.dat.

Yes, i know. VOR stations are normally aligned to magnetic north.
The magnetic field of the earth is changing over the time, so there are VOR stations pointing in a direction where magnetic north was in the past.
As example the station BWG (Bowling Green at N37° 56' W86° 27') point slightly to the east.
A liitle bit to the left of the station is the 4°W isogonic line (magenta dashed line).

It has changed enough that runways have been renumbered also.
I ran into this within the last couple weeks. My bad if I repeated another post.
