707 instrument

What is the instrument in the 707 cockpit just below the metric altimeter? It has the appearance of an artificial horizon, and it seems to react to the same stimuli as the vertical speed indicator.

From my work on the KC-137R which was adapted from this, I can tell you It's implemented wrong. It should show pitch angle.
