rudder bug

Been trying to figure this out for a few days now, with noob experience wrt this project. I read the wiki and confirmed in the keyboard.xml file (in C:\Program Files\FlightGear 2017.2.1\data) that "enter" is assigned to 10&13 for right rudder control. I opened the property tree GUI (/devices/status/keyboard/event) and when I press (both) enter(s), it shows 10/13 pressed but the boolean value stays "false" when pressed...??? (all other keys are "true" when pressed? Not sure if this is a bug with 2017.2.1 or something I'm missing? Please help, and thanks

Under Windows this is affected by the setting of NUMLOCK when FG is started.

Ideally chr(10) and chr(13) should be avoided in a keyboard map because the keys that can be mapped to these codes varies.
