This means that the center of the rotor is the actual reference point that you are placing in the scenery. If you want to place a 90m version of this turbine for example, you would enter 90 into the offset field to make the center of the rotor "float" 90m above ground level.
Thanks - you learn something every day (RTFM I assumed all models would start at ground level - anyone know why you would make it like that?)
