In all new FlightGear update, is present a -update-data.txz
what for I can use this file?
FlightGear-2020.3.11-update-data.txz

I might be mistaken, but I think it is not meant for manual use but rather to be consumed by the new web updater build into FlightGear 2020.3.10 and later. It should make it possible to update FlightGear by just downloading the updates since the last version, instead the entire 2 GB or so installer.

I have yet to try that though, so I am unsure on how it works, but my guess is that it might be its own page in the launcher, or perhaps under the Settings page.

It is used by specific flightgear installer (web version). if you have previous install afair 2020.3.8 and up that installer would download only this update file instead bigger one.

I have FlightGear-2020.3.9-x86_64 in Ubuntu 20.04. I replace my fgdata directory with thi content of FlightGear-2020.3.11-update-data and all willl go good, updated to the new FlightGear-2020.3.11?

FG and FG Data must both be the same version... there are checks in place to verify this... the -update files are meant to be used by the web installer... using them via any other means is not supported or recommended at all...
