Can we play sounds at runtime by URL?

no, not in FG... not without some special majik being cast... plus liveatc specifically states that its services are not to be used by 3rd party products... that doesn't stop you from playing it in your browser, though... that requires that nasty, highly insecure, flash thing... they appear to also have apps for mobile devices...
