what program do you use to edit / create xml files

A text editor of your choice. On Windows: maybe Notepad++. Or emacs, I think you can find it for any current platform (ok, maybe not for phones). And the same for vi(m), I suppose :)

I personally use Essential XML editor 1.6 for editing xml-files. It checks if you didn't make any mistakes and works quite good in my experience.
To edit nasal files, I use Notepad++ with a nasal library added to it.
