Both Gimp and Inkscape are GPL and both have their strengths. I find the bitmap scan of Inkscape particularly useful for logos, where the colour components of a logo can be scanned into paths and repainted. Once you have a logo in vector form, it's easy to copy it, flip it and resize it without any loss of definition. The same is true of paint components, e.g. curved stripes. Gimp, on the other hand, is much better than Inkscape for adding depth to a texture, like dirt and shading.
