1. how are you ""installing"" it?
2. have you pointed FG to the directory containing the scenery?
3. remember, scenery is additive so you'll see new stuff with old stuff...
we make a myflightgear directory... inside this directory we make a craft directory and a scenery directory... the craft and scenery directories are added to FG's list of craft and scenery directories... inside the craft directory, we place the top directory of the craft we're adding... inside the scenery directory, we place the Terrain and Objects directories of the scenery... there are other directories in scenery besides Terrain and Objects but we'll leave them off for now...

you've got to have the Terrain and Objects directories for the scenery... some scenery may have only the tile directories... in that case they need to manually be placed in the proper directory structure...
