I have a printed user manual for FlightGear 2018.3.0. Will that be sufficient for me to use for the current updated version?

for the most part, yes...
"You get more air close to the ground," said Angalo. "I read that in a book. You get lots of air low down, and not much when you go up."
"Why not?" said Gurder.
"Dunno. It's frightened of heights, I guess."

In the current version of the manual, the main changes that have occurred are:
- updated pictures,
- the descriptions of moving in the simulator have been slightly improved, according to the current state, but no big deal,
- command line parameters have been updated and missing ones have been added.

The main outline of the manual has not changed.

i assume that deprecated/removed ones have also been removed? i remember updating the list on the wiki and having to dance about with a few of them there...

In general, yes, I deleted those that are no longer in the simulator, but obsolete that seem to no longer work for many years like --fog-fastest, --fog-nicest etc. they are still there, because they are in the source code too.
