False. Filing a flight plan, as well as using voice communication and flying applicable procedures (SIDs/STARs), is not required and never will be. However, doing so will enhance realism and will greatly speed up the work for us controllers (e.g. in case a pilot has filed a flight plan, OpenRadar can fill it in automatically with just a click, saving us several seconds). I apologize for discussing both the Spring and the Fall 2015 editions of the Festival in a single thread - that happened because, at the time it was originally created, we weren't quite sure whether to hold the event only once or twice per year. Now that we have agreed on organizing it every six months, I'll make sure to open separate threads in the future.
