1.9.0 base package is included in fgsetup-1.9.0.exe and automatically installed.
So you don't need download base package separately.
Some critical issues in FlightGear 1.9.0 depend on hardware and video driver.
So, I think our report is very important to solve the problems and contribute to our community.
Especially about 'scenery loading takes 2 minutes' issue, report and feedback with enough information (your OS, hardware, video driver, startup options, whole console messages etc.) would be helpful for the developers.
Here I describe how to install fgrun+fgfs-osg-win32-20090101 for windows users.
(1) Update your video driver
o Desktop PC
-- Nvidia: http://www.nvidia.com/Download/index.aspx (Select your language)
-- AMD (formerly, ATI): http://ati.amd.com/support/driver.html
-- Intel: http://support.intel.com/support/graphics/
o Mobile PC
-- Find from your PC manufacturer (Toshiba, Sony, Dell etc.) web page
(2) Download FlightGear installer and install it: fgsetup-1.9.0.exe

(3) Download CVS snapshot binary: fgrun+fgfs-osg-win32-20090101.zip
ftp://ftp.uni-duisburg.de/FlightGear/Win32/
-- Extract zip file, change folder name to Win32, and simply replace your FlightGear/bin/Win32 folder.
(4) Test on your machine and feedback to forum!

If you are reading this post afterwards (over one month or later?):
As Anders suggested, please notice that CVS snapshot normally requires huge amount of data directory (over 1GB), which will take a lot of time to fetch from CVS server over a few hours or a few days.
